Queue Structures

This upgrade necessitated some changes to the sequoia queue structure. The new queues are:

MCSR-1N: for all 1 node jobs.
MCSR-2N: for 2-node jobs that can run on the older nodes.
MCSR-4N: for multinode (up to 4) jobs to run on the newer nodes.
ADF: for jobs using the ADF package, which is node-locked to five nodes (42–46).

Jobs will be auto-routed to MCSR-1N, -2N or -4N based on job requirements. ADF jobs should be assigned specifically to the ADF queue using the -q flag to PBS.
